99 4.0 wj starting problem
How's it going fellas, looking to see if I could get a second opinion and some help as well.
Okay so when I try to start it up whenever doesn't matter if its morning afternoon evening, it takes a while to start it'll just crank over for few seconds before it actually starts up. if I turn it off and turn it back off immediately its starts up fine, its only when its been sitting longer than 5 minutes or so. I thought it was the alternator but I changed that this weekend, battery is a few months old..
Also if I turn it over and turn it back to off and turn it over again it'll start up fkne. any suggestions?

Sounds more like a fuel air issue... like on a carburetor that has drained it's float bowls, or a fuel injection system that is drawing in air and allowing the system pressure to bleed off. Try cycling the key to get fuel primed, then off, then back to crank.

Find, beg, borrow, or rent a fuel pressure gauge and screw it into the schrader valve on your fuel rail. See what kind of pressure you've got before it starts and after it's running. People tell me you can get one at Autozone.

so I checked the pressure in the fuel rail when the car is on it reads 40, but a soon as ishut ot off drops to 0. It's doesnt read anything while cranking it over..
I have to crank it over for a few like 2 seconds then turn it off and crank it again for it to start.

Okay, change the fuel filter. The pressure relief valve is in the filter and it's probably sticking open. When the fuel pump runs to charge the fuel rail, the pressure bleeds off right away. When you crank it, the PCM turns on the pump to run constantly, eventually bringing up pressure eventually resulting in it starting. It's either that or you have badly leaking injectors, but that would show up as a rich stumble on startup, which you don't have.
You should have around 50 to 53 psi pressure. It may be a weak pump, but change the filter first before condemning the pump. After shut-off, it should hold pressure for at least 12 hours or so.
