Slow crank on start

Year: 2000
Model: Cherokee
Engine: 6 cyl
Slow crank on start
2000 Jeep Cherokee (4.0L)
New battery and the starter and alternator have been tested with no issues. Not bench tested but taken to my local mechanic and they ran electrical/battery tests.
This has been ongoing for about 2 months. My initial battery was pretty old so I replaced that but problem still persists. Even when new battery was just put in the crank was a little slow. This morning it was so bad (weather related? it was 15 F) it just wouldn't start. It tries to "turn over" but just can't. There is no clicking noise either it just starts to crank and slowly goes downhill. All dashboard lights come on and do not dim at all when trying to start.
I searched a bit online someone suggested put it in neutral when starting. I put it in neutral this morning after it wouldn't crank the first time and it turns over but barely...still slow crank. The terminals look ok..no corrosion or anything.
Could it be ignition related?

check all your connections-battery, grounds, starter, pcm......check voltage at battery before cranking, then check battery when you try and start it, see if you are getting a crazy voltage drop..... it sounds like you have a bad connection somewhere
