Default 2003 Laredo 4.0L No heat at floor level and wet driver side floor

Greetings everyone.

I have a 2003 Grand Cherokee Laredo 4.0L that has a no heat from floor vents issue and a wet driver side floor issue after rain.

First issue: When I run my heat I get air from the defrost vent and from the face vents when switching vent selections, but I get absolute;y nothing when I set the control to the floor vent selection. The same is true for the A/C vent settings as well. I have a new radiator, water pump, thermostat, heater core and heater core hoses. I removed the glove box and was able to see the one actuator that regulates the cold and hot air blending and it appears to be working fine as I can see it rotating and can feel a difference from hot to cold in the face vents when changing the temp control back and forth. I traced my vacuum lines from the firewall out to the passenger headlight assembly and could not see any indications of cracks or breakage. I also checked the vacuum lines on the manifold of the driver side and all appear to be securely attached and in good shape. I was initially under the impression that all of the blend doors were vacuum operated since all my controls are manual and no digital display, but given that the hot/cold blend door appears to have an electrically operated actuator I am now not so sure. When doing a search for blend door actuators for my year/model jeep I found two different style actuators that are compatible with it but with three different names, which is also confusing. They were listed as Main, Main Left/Main Right and Re-circulation. Could this be an issue with one of the above mentioned actuator and/or a blend door specific to the floor vent control? I was able to locate a heater blend door assembly and a re-circulating blend door assembly when searching for replacement parts.Should I replace both the blend doors and the actuators all the way around once I have the dash out just to be safe or as a preventative measure? Clearly I would rather have all the parts before I remove the dash. I've looked for schematics and diagrams but could not find any that would tell me exactly how many blend doors or actuators I actually have in HVAC box. Any insight or information related to this issue would be greatly appreciated.

Second issue: When it rains I get a wet driver side floor board but not on the passenger side. I do not have a sunroof and don't suspect an A/C drain issue as it only happens after a rain. I have read some posts that specify a possible issue at the joint where the front fender meets the firewall, issue with weatherstripping, a problem with the protective layer under the door panel, possible windshield leakage, etc. I bought the jeep used about a year ago and do not know if the windshield has ever been replaced. I have removed all of the trim panels on the support column and the door panel and kick panel near the floorboard, but have not been able to identify where it might be leaking. Is this a common issue with the 2003 Laredo? Has anyone else here had this issue that was not associated with the aforementioned scenarios? I even had a friend run the hose over the driver side door area while I looked in from the passenger side and could not identify any water coming in. I'm guessing it may be coming in from behind the dash somewhere and running down behind the carpet. Again, any insight or information is greatly appreciated.

Thank you in advance for your time and efforts.

Don't know about the wet floor, but when I had the same problem with my vents it was because a vacuum hose fall off at the intake manifold. Plugged it back in, and it works fine.
