Welcome to CF!
First thing, check the track bar bushings. Then any other bushings, tierod and steering ends, ball joints, wheel bearings, and tire balance. Any looseness anywhere can start the problem. Don't listen to anyone who says it's the steering damper. All that does is help keep it from wandering and keep the steering wheel from kicking when hitting something with one wheel.

I had my wife turn the wheel back and forth with the motor off checking for play in each of the connection points. turned out to be my heim joint.

Okay, jon-d, but he's driving a 2001 WJ, and unless he's got a special lift on it, there is no heim joint on it. The problem is that's the only information we have to go with. I hate having to plead for information. I'm assuming it's stock but until we know more about it, it's a crap shoot.
