My goal this year is to make my jeep look and run better.

Should get my new synthetic rope for the winch to replace the broken cable 14th or a couple days after -
Bought and waiting for a nice weekend to install; valve cover gasket, transmission cooler, and oil filter adapter gasket.
Thats it for now...im sure I will buy some more soon.

if they are TJ Rubicon (moab) wheels, then yes they're worth $200 by themselves easy.
If not, then they're only worth ~$100-120 for the wheels. If they have decent tires on them then yea sure, $200 for all 5 with tires.
If they're off an 06 TJ they will fit an XJ as long as the tires aren't too wide.
