Where is it? I've read its somwhere near delta, but I havn't gotten a specific answer as to where it is at all. If i found out where it is, I'd be interested in going this saturday morning.

Also, will a stock XJ and a dakota with a 2" lift be able to do this?

It's open,it's a public road. You should be fine in a stock cherokee just know your limits there are things there a stocker shouldn't be put through if you care about your jeep.

looks like it's still good to go though, just no getting in the water. which side is the rockier side? I don't really have any want to go on rocks, I'll stick with dirt and mud, but i dont mind doing little rocks and such, just nothing major.

West side is the harder side to go in, East side has it's challenges also, but easier to get a stocker in that way.
Woman in the house at the East side entrance can be a little belligerant though....

I've read about her on the jeep forum, but I think if I went with 2 other vehicles or so (at least one with a winch) and just went by her house quickly if possible it should be alright. One weekend I want go through this road, but I work most weekends.
