Sounds like you have a bad solinoid. Use a screw driver acrossed the two possive wire
pins on the starter to jump that curcuit like mentioned . If it starts i would be sure your stater Is crud. Also you could just for a simple test to make sure its not the harnes or ignition. Take the signal wire off. Grab a long length of wire and go from the possitive cable post on the bat. To the signal location on the starter. If iti starts or not. That will tell you if its the wiring in the rig. Also if that starter is rather old the contacts could be shot and it still wont wanna turn. Getting voltage on a wire don't mean the circuit will carry load in certain problems and situations. Hope that helps

Slid down hill 200 yards at about 20 mph backwards and slammed my jeep into at tree. broke my whole hatch and lost my back window, and jeep unit sticker.

Bent my whole seat back so now it looks like i am a cholo driving a lowrider from hitting said tree.

Broke the passenger side shaft and ujoint at the funny rocks.

Broke the driver side ujoint and shaft tryin to get back out the way we came to get to the funny rocks.

Winched up 2 long *** hills.

overheated about 10 times.
