My understanding is that it's in a gray area. EPA says you can't remove or modify any emissions equipment in your vehicle, but California's CARB program operates under its own regulations, independent of the EPA.
I would think as long as you modify it in a manner that it complies with federal regs (i.e.- Convert to an XJ 49-state legal system), it would be legal. Again, that's just my understanding of the matter.

With the age of the vehicle, i wouldnt think that is an issue since your not eliminating the cats altogether. Do you do emissions in your area or just safety

I know PA is incredibly ****-ish with vehicle laws, so you may want to contact the DMV for guidance. Honestly, I don't think they'd ever notice if you do a complete swap, but it still may not be legal.

The rear tires on my '01 Sport are on about an inch narrower track than the fronts. Is that normal? If not, what could be amiss? It is original equipment except for a 2" lift and bigger tires. I apologize if that question has been asked, I'm on my phone and it's hard to search. Thanks. KW

Also worth mentioning I have no garage and the XJ is my daily driver so downtime was just to swap them. The front axle sucked on account of getting the control arms bolted up, I did need a hand for that.
