People disconnect the sway bars all the time.
I'm not sure what benefit you'd get from it with no lift.
If you run correctly set-up bump stops then you could benefit from it off-road at stock height.
Otherwise, you're wasting your time.

I have a broken I think vacuum hose that is located behind the throttle body it has a gas smell to it will this cause my fuel pump issuses. Please help before my husband kills my baby. 2004 Grand Cherokee 4.7 liter

Your husband is going to kill your kid because you broke a vacuum line? Sounds like he has a really short fuse. You should probably get off the computer and dial 911 then make him a sandwich in hopes of calming him down.
I seriously doubt a vacuum line of any sort is going to have anything to do with a malfunctioning fuel pump.
What's the Jeep doing? I need some more details.
Also, I'd like to know why you don't have enough faith in your husband to let him figure it out.

There's a rubber hose coming from my 1999 XJ's front diff, with a little plastic screen deal on the end. I don't recall where it came from, I'm assuming it's a vent line. Anybody know where it goes?

it shouldn't "go" anywhere. It should be attached to the diff on one end, then run up into the engine bay and be anchored to the top of the firewall, away from water, with the plastic part up.

It's a vacuum gauge. The higher the manifold vacuum pressure, the better fuel economy you get. At zero pressure, it pretty much means your throttle is open 100% or near that.
The gauge works pretty much as a feedback system to the driver. It would tell the driver if what he is doing will give good or bad fuel mileage.
