the front wipers on my 91 only work on high, what controls the wipers is a relay or is it the motor, or is it the switch and what the easiest way to test it, it really annoys me, clean the windshield and have to turn them on high

It's the delay module that is mounted around the left kick panel area. It's a little black box with flat electrical plugs at each end. It may even have a label on it that says "wiper delay module".

Un plug module then plug harness ends together make sure low works first. If it does then replace module. Mine low was bad on motor replaced with 97 motor. Also grand cherokee module is little better if needed.
I think it most defiantly the board call all the local parts stores an junk yards, ended up ordering on flee bay for$30 hope it doesn't rain in the next week
replaced the module and cleaned the connectors, and put a little dielectric wipers, works on every speed and go to park, and also work when you turn on the washer, very happy with the repair
