Default Windshield squirter quit working???

So the other day I topped of my washer fluid and headed on my way home. Hit the washer control on my column and the wipers went but no washer fluid. Now they had worked just fine up until that point. So I got under the hood today and pulled the washer fluid bottle to test the motors. I brought it into the house and gave it a good cleaning out and then tested both motors with my 12 volt power supply. Both motors work just fine no issues. So back out into the garage to test the power at the plugs. I hooked in my meter to the front motor plug and hit the switch. I got 11.5 volts great right. Well if I plug that into the washer motor and hit the switch I only get about 1.5 volts and the motor doesn't fire up. Unplug and check the plug again and 11.5 volts. So what would cause this? bad switch in the column perhaps? For a quick fix for now seeing that I don't have the rear wiper arm on I just switched the feeder lines and am using the rear wash switch to wash the windshield but I do want to get this fixed and ideas on why I have correct voltage unplugged but barely any when plugged in? And yes both motors work strong when hooked to a 12 volt power supply.

Thanks in advance...

What would the delay module have to do with the squirter motor? The wipers function just fine and as I said the plug gets 11.5 volts when unplugged but when plugged in it reads only 1.5 volts. I don't see how the delay module is gonna have any affect on this and I'm not gonna just start throwing parts at it to see what works and what doesn't.

Do you have a tilt steering column? If so it possibly be a bad wire in the column. I had wires break on me on 2 of my other XJ's and cause problems.

Where the wires exit the bottom of the column, unplug each connector and plug it back in after spraying it with contact cleaner.

Also, if you have intermittent wipers, the voltage to the pump goes through the wiper module. Do the same with that. It's the black box that.s velcroed up under the left side dash bolster.

I'll check those out after my honey do list is done and it warms up outside a bit in the garage. It's 20 degrees outside right now but hey at least the sun is shining.

Plug and motor are clean. It's not the issue. It's a power issue. I have cleaned both connections as suggested under by the column and the module. I haven't had a chance to test it yet though do to the fact that I had 4 cords of wood delivered today and spent the afternoon stacking wood. I'll test things out on Monday and go from there.
