I have been wanting to know the same thing. I have 2 vacuum lines ran there and they are connected to this black thing that looks like a small football. WHAT is that? I havent traced the lines yet as I have QUITE a few more things that are of more importance. That is behind the passenger side bumper under the lights.
His picture is missing the black piece that it connects to and the second line. Also the black piece that I am talking about has 2 slots for 2 other vacuum lines to come out of but I am missing those and have no clue where they would go.

iw will also cause your engine to run rough and idle high, the lines go to the climate controls, cruise control and front axle if you have the vacuum operated axle.

Can someone take some pictures of where their vacuum lines hook up at? I am missing them completely and the ones attached dont lead anywhere they are just laying in the engine housing.

The lines come into the engine bay alongside the BATTERY.
There is a "T" connector there.
One line of the T goes to CRUISE CONTROL (if equipped. IF not, its capped.)
Then it goes straight back to the firewall.
Its runs under the lip of the firewall seam over to the driver's side of the engine, where it's connected right to the intake.
There should be a vacuum reservoir INSIDE the bumper.
If not, you may want to get one or at the very least, cap that line. Your engine will thank you.
And to all those who would just blurt out..."You don't need it. Just remove it."
I've found the PERFECT Cherokee for you:
