I don't know. Snug with your hand on the head of the ratchet. Or maybe one finger on the end. Then again after it's hot and cold a couple times. Easy does it.
I've never owned an inch/lb wrench! (I thought of one for tranny bands).

Just replaced mine a couple months ago with the blue rubber Felpro. I used a stubby 1/4" drive with an 8" extension starting at the middle and working my way to the ends in a cross pattern. Seems to have been the proper-ish torque and pattern as there are no signs of any leaks except from my stupid oil cap which, despite being brand new, refuses to perform the only duty it's asked to.

Once around at 35 inch pounds, then a second time around at 55 inch pounds. Recheck and retorque if necessary over the next couple weeks.
Make sure you're using INCH pounds and not foot. You don't want to overtorque on the gasket.

F1, dumb question. U sure your front vent tube to the air cleaner is nice and free? Your cap only holds pressure that can't get away that way.
I rarely use a torque wrench, certainly not on a little screw. I'm not at all recommending it, but you can even get a feel for head bolts. The "hand on the ratchet head" route works out pretty well for the little stuff. As F1 mentioned, go around.
