I have a 1993 Cherokee Country that will not shift.
I have replaced the:
TPS, TCM and shift solenoids along with adjusting the kickdown, and lastly changing the fluid and filter, I have also checked the 10A fuse under the hood.
It will manually shift with the TCM disconnected.
I am not well versed in the electrical wiring of these.
Check the big connector by the dip stick and clean your grounds. You can also check voltages at the TCM. You could also have a bad speed sensor, but I forget which speed sensors a 93 has.
The TCM takes inputs from the TPS and input/output speed sensors. It has 3 outputs for the #1 and #2 solenoids, and the TCC solenoid. There's really not much to them.
By not shifting, you mean trying to start in 4th gear with the shifter in (D)? Since you already replaced the solenoids, I would have a real good look at the wiring. In a recent post, the poster found the wiring rubbed through where it was clamped to the side of the trans. If you have a meter, check the resistance of the solenoids from the connector at the TCM. Verify that the TCM has power and ground at the connector, and backprobe it to confirm it's sending voltage to the #1 solenoid with the key-on while stopped.

Here's the connector at the TCM (for a 94, but should be the same).
Check resistance of C14, C15, C16 to ground. Should be 11-15 ohms
C16 should have power with key-on, connector plugged in.
Check for power on D7 and D16. Use a test light or check while plugged in.
Check for low resistance to ground on D7
