Default Temp Gauge and AC Questions

tl;dr on bottom
Ok I'm back again. This time I have two questions.

I have a 1996 Jeep Cherokee Sport 4.0 4x4 4 door.

1st: When I'm driving on freeways and regular roads my temp gauge is very consistent. The temp needle always stays where it is shown in the picture (see below) whenever I'm driving on flat roads during normal outside temperatures (85-90f) pretty much regardless of speed. When I come to a stop however for about 1 minute or longer the needle begins to climb all the way to the red mark I painted in until I hear the fan kick on, the needle then goes back to about the yellow mark (210). The fan turns off then the needle goes back the red mark, the fan kicks on and the needle goes back to the yellow mark. This continues until I start driving again and air moves through the engine. I have driven many vehicles (1992's up to 2015's) and none of them have ever had the temp gauge move as much as my Jeep. Is this normal for a 96 xj?

2nd: When I turn on my A/C the air only comes out the defrost vent. I've heard this could be vacuum lines. Are there any other possibility's that I should check first that are easier? Trying to find a broken vac line seems kinda difficult.

Thanks for reading, hope you guys can help me out.

1st tl;dr: temp gauge climbs at vehicle stop, fan turns on temp goes down. Continues until I start moving again. Is this normal?

2nd tl;dr: AC only coming out defrost. What should I check first?

It's normal for temps to climb a little when you stop moving but if your temp gets so high that your e fan kicks on id check your fan clutch as it's possible it isn't pulling enough air so the e fan has to kick on.

AC is most likely vacuum lines. Check to make sure you vacuum canister is there and the lines to it are intact.
