Default taillights, dash lights, etc don't work, can't figure out why?

2001 Jeep XJ Sport

My brake/turn lights work, but not the tail lights that stay on when the headlights are on. I looked inside both fuse boxes, and every fuse works. When I replaced the tail/brake light, the brake light still works but not the taillight. Is there anything else I should be checking? The dash lights also don't work, but the fuses are all fine.

Google didn't help me and I couldn't find much already on this site by searching. Does anyone know how I can fix this?

So I think I open up the panel under the steering wheel for that right? Is there anyway to diagnose exactly which part (switch or connector) is bad and needs replacing, or should I just go ahead and buy both online. I'm still new to Jeeps, from a Volvo 240

I am having the exact same issue. No dash lights or tail lights when my headlights are on. But, I get running lights, the dash lights, and tail lights when I pull the switch halfway out from the off position to the parking light position. Did you figure it out?
