Lost Tail Lights and Dash Lights at the same time

Lost Tail Lights and Dash Lights at the same time
2001 XJ- no aftermarket electronic equip. The fuses (or relays?) under the hood blow immediately after I replace them- a 15A and 20A. Brake Lights work- just tail lamps and all dash lights (instruments and fan controls) are out. The interior fuses are all good.
I apologize for a new thread on this, there is an overload of info on here. My issue is that I'm dealing with very limited time and resources, so I'm hoping for someone to help with a recommendation on what to check first. Is it fair to assume the lost ground or exposed hot wire is under the hood? Seems that would be the only place the wires for dash and tail lights would be joined. Thanks for any help, and let me know if I didn't include any needed info.

Do your parking lights or interior dash lights work? They are all kicked on at the same time with the interior switch. That should be the only other place both circuits intercept.

My understanding is that in theory the switch could short out that or the fuse under the hood that you already know about.

I'll take a pic and upload when I get home this evening. The 2 fuses that blew were of the smallest in the box under the hood. Again, specific info is coming. Thanks everyone.

The fuses that are blowing are the 15A in the first row (fourth from left), and the 20A in the first row (second from the left.) Neither are numbered underneath the fuse cover.
