Just got another XJ...this one is a 96. Tail gate won't open. Can I take off the inside panel with the gate closed...and if the answer is yes, what do I do once inside???

you cant remove panel while gate closed--remove top of panel near bottom of rear window to access---very tight fitting arm in--then you can actually move the actuator manually to get it to open. when you get it open you can remove the panel...more than likely the rod popped of the clip--judt reinsert onto ball clip and maybe wire tie in place for security--comoon problem.

 

You can open it from the inside, not easy but I did it using a bent phillips head screw driver to get at the recessed panel screws. Once the panel is popped out you can reach in and unlatch it. I adjusted the latch lever and it works fine. I did attach a cord to the release lever and ran it up through the inside panel just under the rear window as kind of a emergency release from the the inside. I was worried it would get out of adjustment again.

 

On my 98, the handle doesn't unlatch the tailgate unless you push in on the door about 4" to the left of the handle. It's a two handed operation but always works.
