Mine have a screw on the front and a bolt going into the metal bumper. Once both fasteners are removed, just lift up while pulling the bottom out to the side of the jeep a little and wiggle. Should pop right off.

No pics.

The screw is on the bottom edge by the wheel well. The bolt is on the bottom edge where the bumper cap curves around and fits over the metal bumper.

once that's out, remove the bolt through the bumper and tap it with a hammer towards the rear of the vehicle as you pull the bottom out away from the Jeep. It should come right off.

If it was anything like mine you'll find a bit of rust under there.

I've got a large rust hole behind mine. That aside, don't push them away from the vehicle. They're on metal mounts (which are riveted to the body), and the caps are designed to slide straight back off the Jeep. Wiggle up/down a bit to break them loose if they're stuck.
