I got the stethoscope but it didn’t help. Every thing sounds fine with the stethoscope. The noise doesn’t change with acceleration. Please look at the video and give me some ideas because I have no idea at this point.

Is your 99 a GRAND cherokee? The modified block I6's in 99+ GC's and 00+ Wranglers definitely used a spring loaded tensioner.
Just in case

please lmk what you guess think or have any suggestions.
Try spraying WD40 or similar on each pulley/bearing in turn while the engine is running. Hopefully one of them will go quiet. Be careful of the moving belt!

Morat, where is the tensioner on the RHD models? (I suppose I could just consult my FSM, but it's easier to just ask.. )

What device are you using to tension the belt and to what tension are you achieving? When you removed the belt did you test for play/slop in every pulley? It is either a pulley or the belt.

How many cracks per inch in the belt? Have you simply tried a different belt? Some belts are less and some belts are more noisy. You can research to find a belt that is supposed to be quieter. I believe that tension is supposed to be 160 lbs old and 180 lbs new. I always struggle to retention correctly and I use a Kricket tension gauge.
