Start by replacing the radiator cap, the coolant should go into the recovery tank, not on the ground, the outer seal of the cap is likely bad.

Make sure the cap is on tight and make sure to examine the fill-neck for any damage or warping, also check that the hose to the recovery bottle is on the nipple completely, clamped, and in good condition. If that doesn't fix the problem pressure test the system. If it is coming from where you say it is the only possibilities are a bad radiator, bad cap, or loose/missing/bad recovery hose.

I've had to "crimp" the tabs on some new caps to get them to seal properly. Don't know if it's the caps themselves or the crappy plastic radiator necks.
