Rpm gauge reading high

Default Rpm gauge reading high

I got a 95 Jeep Cherokee sport, 4.0 ho 4x4 auto. After a couple days of sitting, sometimes when i start it up the RPM gauge is reading 4k on the gauge but is really idling fine its like this gauge = 4k rpms....idle = normal . when I drive down the road it goes up to close to redline but the vehicle has normal light acceleration rpms but the gauge says differently, it's goes to normal after a minute of so of driving then once shut off and started back up it reads normal. And ideas? Thanks.

Money is tight for me bro, I can't just go out and buy another gauge cluster, I would like to see what others think before I do go buy one, or to see if it is even the gauge cluster. Not here to argue just trying to get answers on a question, I can bump it all day if I wanted to because it is after all my post.

Okay. I've only messed with 97+ clusters.
The needle could be misaligned. When you turn off the power does it fall to 0 like it's supposed to?
