I'm in Phoenix, but bought it in Cordes Lakes. Get this, the reason the kid was selling it? He wanted a Honda because it was costing him too much to drive all the way from Cordes Junction to Prescott Valley to go camping... whaaat...

Yea. Actually I saw that coming. You are new, and some "guys" are telling you to run a hose in your intake. Btw You can always trust Radi. Cruiser does OK though.

Pretty unlikely high combustion pressure due to carbon deposits it causing your high NOx, just seems a free and easy thing to work out. Likewise it's unlikely the 02 sensor. I'd snug the manifold bolts, find that evap leak, make sure the grounds are good and punch her through. I get it that the high NOx isn't directly dealt with, (unless you do eliminate a vacuum leak). It's sooo close. with a little help and no " evap leak" ..

Looks like the negative battery cable is actually attached to the same oil dipstick stud as the other ground. I can see the bolt hole in the block for the neg cable, but there is no bolt. Cleaned up both terminals and reattached them to the freshly cleaned dipstick stud. Should I find a matching bolt and move the neg cable back to its original home?

That was my feeling exactly. What's the best way to get at the vacuum reservoir in the bumper? If I remove the bumper end cap can I slide it out after removing the vac res bolts on the front?

Turn the wheels to the left. Poke your noggin in behind the passenger side turn signal. Finnagle that folded up piece of who knows what out da way and you can see the rezzy. The photo/diagram is wrong. The bolts are in the BOTTOM of the bumper. Not the front.

Scanned in Prescott? But, I thought you guys in yavapai didnt have to have them emissions tested? I bought it in yavapai and when I tried to register it here in Maricopa county is when I found out I meeds to have it tested to register it here.
