Default Overheating issues

I have a 96 XJ. Overheats. She sits at 210. New thermostat, 2yr old water pump, radiator is good, fluid good, new auxiliary fan, a/c and heater both work great. Driving around town is fine, but when it's hot out (95+) she gets hot. I just went and got a new waterpump but I'm not sure what is wrong. Any advice would be appriciated.

Engine: 4.0, new lifters valve job with new springs and exhaust valves, preload set with shims

Radiator pressure tester...pump it up and see if you have a leak? (head gasket). The coolant enters the head in the front t stat housing and exits down two ports at the very rear.
