I haven't pulled my EGR valve yet BUT....I'll hazard a guess that spring is to hold it closed, (good), then vacuum to the diaphragm opens it.
EGR is exhaust Gas recirculation. You don't want too much of that! Just the right amount.

Well..
...Not having been into mine...I think the center "rod" deal when it's pressed in by the spring keeps exhaust from that rusty tube coming up, from getting sucked into the intake manifold. I think that rod needs to seat in there, (not unlike an old stile sink faucet), to close it. Since you need a new one anyway maybe just do that? Anyway just caping off the face seems it will still be able to suck exhaust. I'm not sure what you did, also like I said, I haven't been into mine yet. If the intake can't suck anything there, you can rule that out. Do remember that tube may blow burning hot exhaust.

See that little rod in the center? If you push that inward & hold with a needle nose pliers or something does that help the idle? I might be off base here, seems easy enough to try.

Well Good! ....I wonder what is holding it in if the spring is dust. In the pic though it look's like it's not IN all the way. Will it go in more, (toward the manifold?)...don't force it...

We call that a diaphragm. You find them in gas regulators, also "actuators" in the heater controls. It takes pressure, (or the lack of it we know as vacuum), and uses it to make mechanical power. Here to retract the plunger (compressing that spring), to let exhaust in when it get's vacuum from the puter' controlled EGR solonoid, (valve).
If that center rod there can't get all the way "home", (in), and make a good seal it will leak exhaust into your intake. Looks like you need a new one!
There is some chance yours was seated until you hooked up your lines and pulled it out.....maybe it won't go back for some reason? Idk, doesn't it look like it had been in farther?
OK, I just looked at mine and it looks the same, guess yours IS in, there is just a step there.

Can you post up a You Tube link or something with it idling, and also goosen' it a little?
Clean plugs are gaped to .035? The cap and rotor are nice and clean and dry?
Also you are depending on that spring to hold that valve closed....not Ideal!

Also I think my plugs are gapped to that but I've never changed them since I got the jeep 2 months ago. So this weekend I'm doing wires cap rotor and plugs
And no I'm not, I'm replacing the diaphragm ASAP as well
I got the c-101 very clean I will check the voltage tonight

Cool, OK. Yea, Handling the plugs and stuff, well should be first.
Anyway, your EGR valve, (with the "spaceship" looking diaphragm), should be replaced. What I was saying is I think that spring is what holds it closed, and your spring doesn't look too good! I held off pulling mine when I looked at it because I wasn't sure I had the correct torx tools to get at those two screws that hold the whole thing on.
The 02 sensor is pretty important for mileage. Might be anyone with high miles who doesn't know how old there's is should change it. Mine came out easy, but I guess they can be a bear, you might want to go ahead and spray it ahead of time with some PB Blaster or Kriol.
