Odd temps and stuttering

Odd temps and stuttering
Little background: '99 XJ, 4.0, AW4, Limited...
For the past couple months my temps have been very odd. Whenever I initially start the jeep up and start driving, it seems to raise the temps fairly normally. It hits 210 but keeps raising until the electric fan kicks on, (about one needle width past 210) and then stabilizes and goes back to around 210. This just seems very odd to me. My heat acts really weird too, sometimes hot, sometimes nothing even at operating temp.
The issue is my coolant looks horrible, its looks like caked up mud, not oily, but muddy, even though there is no way to get mud in the reservoir. At first thought I was thinking head gasket, but there is no water in my oil. I mixed orange and green coolant in there once and I heard it may cause a BAD reaction ...
Also I have a sputter when the jeep is cold until it hits op temps, from a stop if I hit the throttle it kinda acts like it's going to die then gets gas and starts goin. Only when cold though.
Any ideas for this stuff? I need to figure this out.
Also with the heat issue, it is pretty cool here right now... about 45-32*

Condition of plugs, wires, cap, rotor?
I'd try flushing your coolant again, this time fill with conventional (green) coolant. While you are at it, install a new 195 degree thermostat. I buy my stats directly from Jeep, but the Stant SuperStat is good as well. Stay away from no-name stats. They are junk.
