Because it's intended for the '97-'01. The '96 has different pin out on the connector and I never got around to developing a checklist for the '96 and prior.

Here's the '96 TCM pin out.

See if you can use the test procedures for the '97/'01 using the '96 pin out. It's not that far off.

Try adjusting the throttle valve cable

Edit.. Never mind, just realized you were getting a CEL as well as loss of power which means it's probably not the TV cable, but it wouldn't hurt to adjust it.

I plugged the scanner in today.
Codes:
P0758
P0700

I have new solenoids coming this week along with trans filter. Everything I have read about these two codes are fixed by replacing the solenoids. Looks like I'll be dropping the pan this weekend

Replaced the solenoids and filter yesterday night. Waited for the rtv to cure overnight till today. Filled the trans with fluids, and my xj has never ran better. The worst part about the job was getting covered in transmission fluid lol.
