Here's a pic of your PDC showing starter relay and fuse. Check (remove and replace) the fuse and swap the relay with the radiator fan relay.

Is your Jeep an auto trans model?
Key On. Turn to Start. Does your voltmeter drop?
What happens if you shift it to N and P back and forth with the key turned?
