The steering issue is probably caused by the steering gear over center adjustment. This will cause extreme wear and replacement of the steering gear should should be in your budget.

I hope he didn't it come from someone who didn't know any better and "Just Ran Water" in the radiator. Not knowing what damage that causes in the engine.

My 99 still hasnt had to get coolant added, with how strong you feel about this I guess Ill get actual coolant when the time comes.
I also just looked up why you add coolant, oh gosh. I feel stupid now.

If it was me I would still change the oil. You can never be to couscous when it come to coolant in the oil. The water/coolant can cause a major problem with the bearings and if there is any in there (hope not) you can end up having to rebuild the engine. That's just me when it comes down to being over couscous with paying $25 to do an oil change or a couple grand having to rebuild the engine. BTW, I don't know if your 99 was built in the early part or late part of the year. But if it was built in the late part of the year they did start using the 0331 head which are known for cracking. You can take a look at the head and it will say if it is a 0331 head. With little luck you don't have one.
Hey man thanks again. Here's an update. On top of the head i have the numbers stamped on ; 53020323 right behind the oil fill cap. Are these the nembers ???
I have removed emptied and washed the expansion tank and it was dirty but the actual fluid was green as it is on the radiotor. On top taking out the oil fill cap the top of the engine as far as I can see is not milky and neither is the oil on the dip stick. I'm going to get some oil and filter now to change it. I will update again once I do that. Once again thanks.

UPDATE;
Just changed the oil. It seemed fine. Not milky at all. Like I said before I cleaned out the expansion tank, if it doesn't rain tomorrow I will flush the coolant system with a cleaner (made for it) and refill with fresh coolant again. But still the coolant in the radiator is still green no signs of oil. Keep my fingers crossed.
I did however uncover a very tiny and extremely slow oil leak. Its coming from the thing behind the oil pan which I believe to be the trans and trans oil pan but it has an aluminum cover of sort... Any sugestions ?

The head casking mark is on the drivers side of the head near cylinder 4. The number you read is the valve cover part number.
For the clunk going between forward and reverse, remove the rear driveshaft and grease the slip joint splines at the transfer case side of the driveshaft. If its never been done before there will be metal bands holding on the rubber boot. It is OK to replace these with zip ties.
