Parts yard. Anywhere else would be the entire parking brake assembly.

Craigslist, or the part-out section of this forum. Pat's right, if you aren't pulling it yourself you'll probably need to buy the whole brake handle assembly.

BTW, it helps if you post the year of your vehicle.

I was just thinking, you could make one out of wood, easily. Shape it, and drill. Stuff the hole with caulking or some sort of adhesive, let it set, and test it.
