I did the adjuster first. Saw it wasn't doing anything then did the pulley. I'll check again when I get back to it. I'm unfortunately at work. I'll be replacing the alternator anyways, but it's probably the adjuster bolt is rusted and old. At least that's what it looks like. I'll probably go ahead and replace that too.

Little confused. You crack pulley bolt, loosen the adjuster, remove the belt, put on the new belt, set the tension with the adjuster, when you get it where you want tighten the pulley bolt.

Had the same deal with my old '99 vs all the earlier models Ive had. The '99 was very finickey, my older models always seemed like they'd be just fine with some rope and a slip knot.

I was replacing the alternator not the belt. Just had to get the belt off the alternator.

Yes, but the method is the same regardless.

Loosen pulley bolt.
Back the adjuster off.
Remove belt.
Reinstall belt.
Tighten adjuster up.
Tighten pulley bolt.

At this point, just try this;

Loosen the pulley bolt.
Tighten the adjuster till belt is tight.
Tighten pulley bolt.

Well good news is I did get it to tighten. Just needed to be taken out and cleaned. I did buy a new one anyways as it's definitely showing it's age. Also probably should replace the tensioner pulley as well while I'm at it. The alternator is squeaking like crazy now so I'm definitely replacing that.
