was going down highway and a damn cop flys by on other side wipes around and turns lights siern on and comes out and puts my jeep out it was on fire well the transfer case well i am running open headers and she is running very rich but he put it out and made me get it towed home but any ideas on how to fix this
Youre running open "header" (therefore no cat) and all he did was make you get towed?! Youre lucky you didnt get in a ton of trouble.
Throw a good exhaust on it (with CAT!) put in a new oxygen sensor to fix your rich problem, drain the fluid out of the Tcase, refill and be happy... If the fluid looks too bad you may need a new tcase.

see hole thing is i had a dumb butt steal my cat off my jeep well i took it off i am waiting on borja to send me one now a header back but i just noticed my speedo not working

that metal nut will only release the cable. but check the cable housing to see if it's all burnt. if it's too damaged, you will need to replace that.
most likely the cable housing rather than the speedo gear.
but to get to the speedo gear, right below that metal nut there is a 13mm bolt holding a fork like finger hold down thing. make a mark on the cap and the body of the t-case where they meet, so when you put it back together, you can line it up properly. otherwise your speedo may be off.
but remove that bolt, then that finger thing and pull the cap part up and out of the t-case. your plastic speedo gear will be attached to the end of that cable/cap thing.
just remember to index to your previous markings when installing.
