Bad headlight switch or both bulb high-beams are blown. Could also be a bad connection under the hood. I believe there is a connector on the drivers side fender than tends to corrode. Best bet either way is an aftermarket headlight harness which takes the load off the undersized wiring.

Nope, no factory headlight relays.

If lows work, the switch must be OK.

If the flasher function works, the bulbs are good.

How did you check the dimmer switch?

Tks for reply. New dimmer switch. I don't understand comment about flasher? Will check for underhood connector. Going to verify headlamps good. Then take multimeter & work from headlights to dash. This vehicle is "new to me", so who knows what I'll find as problem!

Sorry, we maybe into the "2 countries separated by a common language" thing. What we call the headlight flasher & I believe you know as "flash to pass" is (like on most everything) is operated by pulling the dimmer switch lever towards you, the high beams will then be on for as long as you hold the l lever in that position. If that works then the bulbs & their wiring are OK. Just an easy way to narrow down the cause of the problem.

A test light is the best tool, apply it first to the high beam connector/s at the light, it will alight....or not

Do you have the circuit diagram?, download 95 FSM free

Absolutely, but there are a number of things you can check before getting out any tools; useful on an XJ with headlight probs. as their sockets are not the most accessible.
