Is your distributor in backwards? You rebuilt it yourself? Is this your first engine rebuild?

1. I agree that you should be sure that the distributor is INDEXED properly.

2. Verify spark and quality of spark. Remove a plug, keep it attached to the plug wire, place the plug electrode near a good engine ground, have a buddy crank the engine while you watch. You need a strong, BLUE, snapping spark for the engine to fire. Yellow/orange/white indicates a weak spark, which may not be strong enough to start the engine.

My best guess would be that you probably have a problem in your electrical somewhere i have had cars do this to me it's electrical if it doesn't give you any spark at all,it's mechanical if it try's to start but it seems like something is stopping it.

Did you get the all ground wires hooked back up at the dipstick tube stud and back of head?

My thought exactly while putting the new engine in you may have missed an important wire or two. Also I would check the spark plugs I had a 4wheeler with bad connection at the sparks and it would not start.

Could be getting false readings thinking it's not supposed to start when it is.
