Default Heat/AC only blows on 4

I searched but couldn't find anything on the topic. Well I have a '97 XJ and like the title says, my heat and ac only blow on 4. 1,2 & 3 just do nothing. All of the settings work, from defrost to floor vents. Any ideas?

Edit: Could it be a bad blower resistor?

You got it..a bad blower resistor is the prime culprit. If you don't already know, it is located on the passenger side of the ductwork behind the small plastic panel just under the glove compartment held in by two hex head screws with a plug coming out of it.

actually in my case its the renix vacuum bottle located in the bumper, i got rid of mine not knowing what it was for...now i know it controls the blower speeds and if you remove the vacuum bottle then your blower will only work on high and heat (#4 and on defrost...) and only on defrost.....

Yep, just did mine a few weeks ago. Not a bad job, about 30 minutes, take out the glove box to make it easier.
