Ok since Stryker doesn't seem to be having luck.
Your bolt, having said its like 2" out... is not stuck in the frame.
Its not stuck in the nut.
What it is is stuck on the bushing sleeve..
No amount of penetrating oil will help. Not even PB Blaster.
No amount of prying, hitting with a BFH (no matter how big it is) will help.
Best advice I can give is this:
Write that bolt off. You can re-use one of the rear bolts as they are the same.
Just get a replacement bolt for the rear...DOESN'T NEED TO BE METRIC. 7/16 fine or grade 8 works just as good.
Take a grinder with a cut-off wheel.
Cut as close to the mount as possible w/o damaging the mount.
Cut thru the bolt.
Give spring pack some twisting to work out whats left of the bolt from the outer portion of the mount. Sometimes its as simple as turning the pack and drops out.

Thank you Howler!!!
I gave the guy the solution but either he didn't want to review another thread on it or just liked ignoring me.
Maybe he didn't like my answer and hope some one would just say pull it out lol.

When I put my 3" lift springs in the rear, the DS front got lodged in the center bushing.
No amount of hitting UP/DOWN/LEFT/RIGHT/IN/OUT with a hammer worked.
No amount of prying UP/DOWN/LEFT/RIGHT/IN/OUT with a prybar worked.
Couldn't get it OUT. Wouldn't go back IN.
I knew it was out of the caged nut on the inside as the inner edge dropped slightly when I was ratcheting it out. And I used one of the many prybars I had at my disposal to pry the backside and confirm 100% it was out.
Only thing left was to sacrafice the bolt.
I picked up new 7/16" NC Gr8 hardware for the rear, as I anticipated having some sort of trouble with the fronts, and having to substitute the rears in.
As a matter of fact, I used BOTH rears to replace the fronts as they were surprisingly in alot better shape.

Once i got it too where I could tell the nut was not holding it on I figured it was seized and proceeded to start cutting the bolt out.

Cut on each side of the spring pack with a 4 1/2 angle grinder. I cut the back first cause with a 4 1/2 you can't get all the way through the bolt only a lil so you have to use the bolt head to turn it a lil to cut all the way around it. Once done you can give it a lil shock with a chisel and a hammer and it will break pretty easily. Did to each side.

heat it up and put an impact thats worth a crap on it and it will come out....if its striped and just spinning the your going to have to cutthe head of bolt off then comes the reall fun if you have a welder then you have no problems just cuut and hack it out if noones suggestions are working.

Don't cut the head of the bolt off you will need the head to turn it so you can get the angle grinder in there on the bolt by the bushing.
