Fuel pump

Ok I'm not the best at diagnostics. I'm leaning towards my fuel pump causing my poor acceleration. I found one on eBay for 50 bucks with a 10 year warranty. I think Bosch or Delphi were oem. Anyone out there use the "cheapo" eBay pump? It's brand is amautoparts.

I think the 97's and up the fuel filter is in the tank. But AMC might have started that in 98. So either way I'll have to drop the tank. I actually bought a fuel filter thinkin the same thing.
Dont go cheap. Stick with Bosch, if you do need a pump. If you need a filter, its part of the regulator, on top of the pump assembly, for all 97-01. You can buy them seperately.
Before you replace anything, what led you to the fuel pump? What exactly is it doing, or not doing, and when? What have you checked, so far?

That's not the problem I don't think. I turned the key to the on position took the cover off of the Schrader valve on the fuel rail, pushed in the valve and I got a waterfall of petrol. Ugh!

What you experienced does not rule out a fuel delivery problem. The only way to know for sure is to access a fuel pressure gauge and hook it up to that schrader valve. See what it reads. For your 99, you need approximately 49 psi, plus or minus 5 psi for your engine to run properly.
Another thing to absolutely consider is tuneup hardware. The importance of this cannot be overstated. Install fresh Champion plugs gapped to .035, quality plug wires, distributor cap and rotor.

I'm pretty sure the 99 has a coil rail and solid state cam sensor. At least my 2000 XJ does. I've been using NGK ZFR5N plugs in my WJ because that's what Jeep specs for 2002 and up.

Any check engine light? If so, you must retrieve codes for information on how to start diagnosing.
