You can use a 3" socket extension, put it between the hub and the knuckle shoulder then turn the steering wheel. It should pop it right off, just go slow because you don't want to damage your inner axle seals when the hub and axle come popping off of there.
This method works great, if you google search cherokee hub removal you may find a video. It's so simple you won't believe it!

Take your bolts down to the hardware store and get three just like them, the head of the bolt can be different though. Thread those new bolts, not the original ones unless you have a spare set of bolts from a spare axle anyway, in most of the way, maybe leaving 1/8th of an in or slightly more. Get out the 2-3 pound sledge hammer and beat on them until they start to move. Go around in a circle to each of the bolts so that it comes off evenly-ish. Unthread the bolts more to give more room. The idea is to get it out more and more using a bit more of the thread so that when you get out to the end you aren't damaging threads because you only have it threaded in a fraction of an inch to start with. I've used this method on over half a dozen hubs. I just used bolts from a spare axle and keep them in my tool bag in case I need to use them again.
Use a bigger hammer. That sucker has been on there a long time. It will come off. After its off clean it up real good with a wire brush and put some anti-sieze on the mounting surfaces so it will come off next time.

I've replaced both of mine on my 94. They were rusted on good. I used a small extension to pop them both off. Do it with it running so the power steering does the work. Just be sure to place it in the correct spot.
The socket thing should work you have to be doing it wrong cause almost everyone does it that way even searched the same question and found a thread about the 3 inch ext. spent 2 hours hammering and when I did what was said it came out in 15 seconds
