Default clicking in front end but won't start

This is a 91 xj. Went to go to work this morning and heard 3 constant loud clicks coming from the front of the jeep and it barely turned over. I shut it off and tried again and again heard about 4 clicks and no start. Tried again now no clicks just nothing. With key forward my accessories do turn on as well as headlights. Hit the starter and nothing. My guess is either a bad battery or a cps. My terminals are new as well as my ignition system. Did a full tune up about a month ago. Didn't try jumping it as I was late for work and didn't want to risk it not starting when I'm off work.

Clean cables and battery ends are suspect.
