Try air hammer on the end of the axle.

Instead of laying on the breaker bar until it snaps, grab a big hammer a piece of pipe and a friend. Put the pipe on the bar and put decent pressure on it while the friend hits the bar close to the nut with the hammer in the direction of loosening it. Increase the pressure on the pipe while the friend keeps hammering. It is a man made impact wrench and is much more effective them most air impacts or just braking bars as you have already done.

i'm sure this has been done but i'll say it anyways... use PB blaster as a lubricant, not WD40.

That things torqued on at about 175lbs. Standing on a 3' cheater bar and wacking with a BFH, works for me.
