Default Fog lamps - no voltage


I am not getting voltage to either front lamp. Headlights on, low beam, indicator light is on, but no voltage. I surmise the fuse for the lamps is listed as "front lamps" (#15 in manual). 30 amp fuse looks good (rear lamps work, i.e. back-up lights).
Next step suggestion?

From the 93 FSM:
Foglight Relay Behind left head light, on wheelwell.
This relay may be there on a 92 but I have a 95 with no fog lights so couldn't check for you.

Would Jeep have put in the wiring without a relay?

Assuming you have an XJ the problem is in the fog light switch itself. Notorious for it. Much written on this and other forums about it.

Got voltage now. Replacing a 15 amp fuse in the engine bay fuse box now gives me 12v.
But if I hook up directly I fear the fuse will blow again (since only 15 amp for both).
Still wondering about that relay, is this it?
But if I have 12V, then the relay and switch are working, yes?
