crank, no start, no spark im out of ideas other than PCM
traded a non runner for a non runner, thought it would be a simple crank sensor that's shot but when I started diagnosing, the crank sensor is new as well as the fuel pump, fuel filter, coil pack, distributor, and wires and such. The distributor was also only getting 5 volts to the center cap but was producing no spark. I don't wanna dump the money for a new PCM unless I have to but idk what else I'm missing. anything helps, thanks.

Do you have a check engine light or codes?
Will a scan tool communicate with the PCM?
My '99 XJ was down for a couple months. I had trouble figuring it out and the dealer couldn't figure it out either.
I suspected my PCM as well but didn't check for fuel or spark because if I throttled it while cranking it would run poorly while I fed it fuel. Anyway, I found and replace a fuse in the dealer parking lot and good to go. The fuse was in the power distribution center under the hood. The fuse was for the fuel pump relay and 12V PCM power supply, so when blown, the truck "didn't" have a computer.
I know '99 and '92 are a bit different but thought this could help and hope it does.

Sounds like a short if voltage is being lost. Hook up a multimeter to the negative battery terminal and check for continuity (with the positive lead) on all of your sensors. When checking for a short, having continuity means positive is grounded out

ill defiantly check over the fuses one last time but the previous owner did a dash delete a while back and my code reader is only obd2 unfortunately. also the whole thing is a wiring mess.

i checked all the grounds today and ran another test with the coil and it seems to be getting 12 from the black wire and 6-7 volts when cranking with the green/orange wire but the output is only 5 volts and is still producing no spark, should i try a different coil even though this one looks brand new?

i know this may just be throwing another part at it, but when i was having a similar problem with a no start every time i'd replace a part it would work great for a day
replaced, crankshaft position sensor, coil pack, distributor, wires, etc.
it was not until I replaced the cam sensor (aka the coil ignition pickup sensor) located in the distributor that all the starting problems went away, year and a half later still starts.
i know i was told to test spark and one minute i'd have some then i wouldn't, it was just the oddest thing every time i replaced something it started and ran like a champ for a day and then the next day would crank but not start. did that with every part until the cam sensor (last part i replaced since no one could find a cam sensor listed for the jeep) and once that was done no more starting problems.
probably not going to help but just in case the part is like 20 bucks if i recall right.
