How distant in the future would you be able to regear is the question. If its longer then 6 months then I would advise you to go with a smaller tire size then 33's.

I am in the same boat as you..I love the stance of the 4.5" lift with the 32-33 tires but not in my budget to do it right..So I am going with the 3" knowing I can goto the 4.5" at a later date when I can afford it and it's not a DD...I could do the 4.5" AAL but I want all new packs..Mine will be a DD till late next year at which point I will add new 4.5" front coils and 1.5" rear shackles and do the SYE and regear..Until then 3" witih my 30's will get better mpg and be within the budget...So it's just a matter how what you want and how much you are willing to spend..My opinion is if you are going to do it no what how big you go do it right the first time or in the end you will spend more money..

I would go with some extended brakelines for a 3" lift to be on the safe side. YJ lines will be like 40$ total, better to be safe then sorry.

Very easy, just unscrew them and use a flared wrench. Then use a brake bleeder kit.

Have you tried looking up RC 3.5" lifts? They seem right about in your price range.

For a budget kit I would go RC all the way, obviously if you want a little better quality kit go with RE.

would i still have to think about re gearing if i went with a 4.5 and a 32" tire? if i already have to get new brake lines i might as well go for the 4.5, just as long as i dont have to re gear and all that bs

You DON'T have to regear. It's recommended, that's all. You will feel power loss but not like flooring it and going only 5 mph, no. You'll be fine if you don't and you can wait as long as you need to save up for a regear in the future. Go with what you WANT to do the FIRST TIME and get it over with. Get the 4" kit you want, pick up some YJ front/dakota rear brake lines at the hardware store, then get it aligned. If your rear springs DO sag in the future, you can go to a junkyard and get s-10 rear leaf springs or another set of cherokee springs and add some of them to your pack. You can get those for $50 or less and get up to 4" of lift out of them. It's the same as a full pack but cheaper and..older.

You'll get overwhelmed with all the stuff we recommend you to get but what we tell you is what we suggest you get so you don't have to do it again later on but in reality, you don't really NEED all this stuff.

Focus on these for your kit (which your kit includes most):
front springs
lower control arms
rear aal (or full pack if you can afford, if not, it's fine)
brake lines front and rear
trackbar (front)
transfer case drop kit (or sye/driveshaft IF you can afford)
