Cherokee Starting Issue (No Start)

My Jeep wont start when I turn the key.. All my gauges look good and my battery is showing up just under 14.. It started acting up so I bought a battery.. It started fine after that but its been in my garage (working on my drivers side door) and when I finished working on it i tried to start it and pull it out of the garage and she would not start.
I did start to weld on the door prior to disconnecting the negative terminal a week ago.. then when i started welding today i disconnected it before i started welding.
My jeep turns over when I craw under my jeep and use a screwdriver to jump the started bolts but it wont turn over from the key. The Jeep does not even crank..
Does anyone have any idea whats going on my with Jeep? Do I need a new starter? Just let it run for a while so the battery can charge? any input would be awesome!
I have a 1998 Cherokee sport 4.0L auto trans if that helps..

I agree that the NSS is suspect. Along with trying in neutral, try "wiggling" the shift lever while turning the key. Success with either of these techniques confirms an NSS issue.
you can arc start the starter basically. the starter is selenoid is probably going out. take it off and get it tested. maybe also check the battery-starter-alternator wiring harness

Thanks for all the replies. I checked all the fuses and tried. Didn't work. Then I turned the key to the on spot and move the shifter around thru all the gears and it started. Looks like I got to clean the nss. Thanks for the help everyone!

I just went through the same thing, it was the starter. Next time it won't crank, tap the starter lightly and then try starting it, I replaced mine and all is fine.
