Default ‘94 XJ 4.0lt starting off in 3rd

Hi all, I have seen this problem described in other threads, but I cannot reconcile my issue with the info on those threads. When starting off the transmission is in 3rd gear. I tested the TPS, it checked ok. Changed it anyway and new part was u/s! Tested the solenoids and replaced one that was outside limits in Ohms. Changed the oil (which was clean) and replaced the transmission filter - all to no avail. However, once the vehicle has been driven for some time, it downshifts normally from a stop and first is available automatically. Previously I select 1-2 to obtain 1st gear for starting off. I am stumped on this. Does anyone have any ideas as to why this problem exists the way I described?

Have you done this?

e 2 rather large connectors. One is black and goes to the NSS and the gray connector goes to the transmission itself. These 2 connectors carry all the info between TPS, TCU, NSS, speed sensor, and transmission solenoids.

Unplug each one, visually inspect for corrosion or bent pins, spray them out with electrical contact cleaner and plug them back in.
