I also have a 96 XJ Country. When I bought it I immediately asked Jeep for a build sheet and registered with them as the new owner. Not long after I received a recall notice from Jeep re: the catalytic converter and that the recall on the cat had not been performed by the previous owner(s). The cat was making a rattling noise and had been for years. Jeep said on the form to bring it in to a dealer for assessment. They would determine as to whether or not it needed replacement. I put it off for several years, in fact about eight and I was worried it might not still be in effect. I called Jeep and they said yes the recall was still in effect so I made an appointment and finally took it in. They replaced the cat for free because of the recall. You might give jeep a call to see if the recall applies to your XJ if it still has the original cat. Maybe you will get a free one as well.

I saw a XJ blocking traffic, helped the dude...all 3 steering box bolts broken...told him to ring Jeep, as their was no recall sticker on his car.
Dealer told him there was no recall..a lie

I did not do the work on mine, a PO installed a cherry bomb exhaust that has a down-pipe exiting right on the rear axle. It is loud, and pretty much all you can hear in the Jeep. Eventually, I plan on replacing the entire exhaust system, but even though it's loud, it sounds amazing!

1. If you delete the cat you will actually increase the decibels of the exhaust systems as the cat does ad a bit of muffling effect.
2. I had a car with an exhaust leak once ,, it was a rusted muffler towards the back and yes the aerodynamics of the car will suck the fumes in via any leak in the hatch/trunk area. It made me sick before i realized what was happening. Run it clear of the cab.
3. Check your local laws as depending on where you install turn downs it may not pass inspection. Plus .. putting on turn downs again will make it louder.

The dealer needs to inspect the cat. First to make sure it is original to the vehicle and second to determine if the original issue that caused the recall is present in the cat. My XJ had a very loud rattling sound coming from the cat. I'm guessing the issue was that the inside material of the cat deteriorated and failed quicker than it should have. Anyway, saved me a bunch of money for a new cat and now my XJ is very quiet, lol. You know with dealership prices it would have been a few hundred bucks to do what they did.
