1996 Cherokee no start

i own a 1990 Comanche and a 1996 Cherokee.
the Cherokee started getting harder to start. Normally when I turn the key on, the fuel pump would run a second or two, then shut off. It would start right up. Then I noticed the pump would stay on longer. Until it shut off, it would not start. Then it started taking longer for it to turn off. I would turn the key on and off, then it would shut off and start. I replaced the fuel pump thinking that was it, but no. It has 40 psi at the rail. New filter too.
cranks but no start. Will fire with starting fluid. Now pump stays running. No shut off.

no power at obd port I noticed. Cigarette lighter works. No blown fuses that I see...

what could it be?

40 is low. Should be 49. But do another test. Once you have pressure, check to see how long it holds it after you shut it off. Should be in the 20 minute range, IIRC.
