Hook your fan up directly to your battery and see if it runs,if it does you will need to look at the sensor on the tstat housing, check your a/c to see if it is charged, and check fan relay. Make sure your fan is good first.

When you say HOT..how hot.
What is HOT to a 4.0L is very different than a HOT for other cars/trucks
The OEM electric cooling fan will not kick in until well over 210* (or "straight-up")
I do not know the exact temp. Maybe someone in-the-know can chime in here on that.
MOST XJ's tend to hang around 210*
Mine in patricular doesn't. I have my electric fan wiried into the oem defroster switch (Defroster grid wire came off glass--so it doesn't work).
I kept the original wiring hooked up, I just piggy-backed a wire to the + lead and up to the defrost switch.
Now when it seems like its a tad bit hot, I hit the switch. It stays active for up to 8-9min. then shuts off. Also, the light illuminates so, I can tell when the fan is active. Even if I haven't activated the switch...like when the comp starts it or if A/C has been kicked.

thanks for the info.
ordered new ecm, turns out they forgot the fan switch. put in orginal that throws code and fan works in a/c mode but doesn't kick in till about 230-240. re-ordered ecm. keeping fingers crossed.
