Iluvmud- yes driving lights, not fogs. And yes, it is a full kit including wiring, mounting brackets, switch and all.

I'm not sure what you paid for those lights, but there is a set on Amazon for $73.09 shipped, this may be the reason you having difficulties unloading them.
