If not, punch out the welded nut with an air chisel and drop in the new bolts from the top and put your nuts on the bottom. That's how I did mine and it hasn't cost me a bit of trouble.
I am still absolutely amazed that someone would actually weld a shock to the body of a vehicle. It took me all of about 15 minutes to cut the heads off of the old bolts and chisel out the welded nuts. Would have taken me longer to set the welder up! LOL
